Introduction
The project "Proposing a Co-Payment Model for HPV DNA Testing in Cervical Cancer Screening in Hải Phòng" was carried out by CEHS with support from FIND to design a sustainable financing model that expands access to HPV DNA testing for cervical cancer screening. The project analyzed the policy context, screening needs, household ability to pay, service delivery costs and existing financing mechanisms to propose a co-payment model balancing contributions from residents, local budgets and health insurance. The project also developed an implementation roadmap, an operating process and policy recommendations to support the expansion of the cervical cancer screening program in Hải Phòng, serving as a reference for other localities.
CEHS's Role
CEHS served as the lead consultant and technical advisor throughout the model development process. The Center conducted a review of domestic and international evidence; carried out field surveys; analyzed epidemiology, costs and cost-effectiveness; developed co-payment scenarios; designed the financing model, operating process and monitoring system; and organized consultations with management agencies, experts and stakeholders to finalize the model and policy recommendations.

Key Results
CEHS fully completed the planned research and policy advisory deliverables, including a comprehensive analysis report on the HPV DNA testing co-payment model for cervical cancer screening; six financial scenarios designed for two implementation options; an operating process, financial flow management model, monitoring and evaluation framework, and program tracking indicator set; an analysis of investment effectiveness, socio-economic impact and implementation feasibility of the model; and a proposed 2026–2031 implementation roadmap together with policy recommendations to expand the HPV DNA screening program in Hải Phòng and progressively integrate the service into the national health insurance payment mechanism. CEHS also completed a policy brief and an implementation guide for the model.
