Detailed Narrative Description of the Project: The Second Health Care in the Central Highland Project (HICH2), chaired by the Ministry of Health, loans of the Asian Development Bank (ADB) implemented in the five Central Highlands provinces of Kon Tum, Gia Lai, Dak Lak, Dak Nong and Lam Dong, for five years (2014 - 2019), to support the implementation of national health targets in the provinces of the Central Highlands through increasing primary health care at the commune level; improve quality and access to hospital services; and strengthening management capacity at health care facilities. Project's mid-term evaluation was conducted in 2018 to assess the progress of the project and ability to achieve the project objectives and propose adjustment to achieve the project objectives at the end-line time.
