Detailed Description of the Project:  The end-line assessment was to evaluate the extent to which project objectives have been met, to assess the effectiveness of project implementation and to propose a plan for sustainable development of achieved results. This was a descriptive cross-sectional survey, using combined desk review, qualitative and quantitative methods of data collection and analysis. The assessment was conducted in 80 communes of 40 districts in 20 provinces including Ha Noi, Dien Bien, Son La, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Lao Cai, Quang Binh, Dac Lac, Dak Nong, An Giang, Ben Tre, Can Tho, Dong Thap, Kien Giang, Tay Ninh, Tra Vinh, Binh Phuoc, Long An. In this assessment, quarantine activities and implementation of International Health Regulations were also implemented at the border gates.
Summary of specific work performed by the contractor under the contract:
  • Developing proposal and completing survey tools;
  • Collecting data, including Desk review of project document, project implementation reports, research/assessment reports, JAHR 2010-2015, medical statistics yearbooks, statistical yearbooks of the control programs for communicable diseases, Population Fluctuation and Family Planning Survey by GSO; Collect data from CPMU, PPMUs, project units; mplement semi-structured interviews with Heads of communicable disease control and vaccines-biologicals departments- PPMCs; Leaders/managers of Provincial International Health Quarantine Centers and Border Health Quarantine department under PPMCs; Heads of HIV/AIDS and epidemic control departments under DHCs; CHCs and village health workers; Implement knowledge and behavior interviews with households on CDC; and STH testing for children aged 24-60 months.
