Location: 400 health facilities including 100 health facilities at district level and 300 health facilities at commune level at 55 provinces in Vietnam
Project introduction:
To support the “Every Woman Every Child” initiative, the Global Financing Facility (GFF) aims to contribute to the achievement of the 2030 Sustainable Development Goals (SDGs) for RMNCAH-N in 50 countries. These goals are being monitored using core impact indicators, which are being collected by governments and development partners using existing surveys and reporting systems. The GFF currently supports 36 low- and middle-income countries in Africa, Asia, and Latin America with the highest maternal, newborn and child mortality burdens and large gaps in financing to address these challenges.
In addition to the direct health effects caused by the COVID-19 pandemic, lapses in the delivery of essential health services (EHS) will result in secondary consequences on morbidity and mortality. Previous experience has shown that health shocks and secondary effects caused by a pandemic can severely disrupt the delivery of essential health services. These shocks could have a serious negative impact on the effectiveness of the GFF investment cases. Actively monitoring the utilization of services will allow identifying areas of disruption caused by the pandemic to better inform health system interventions to mitigate the effects on the demand and delivery of essential health services.
To this effect, the GFF is conducting a global survey (multi-country studies) on the Monitoring of Essential Healthcare Services in the context of COVID-19, and Vietnam is one of the countries selected for the conduct of this rapid survey. In addition, to triangulate data findings from the global survey, key indicators from the health management information system (HMIS) are also being assessed. With financial and technical assistance from the World Bank, the Planning and Financing Department, Ministry of Health, the survey will be undertaken in Vietnam by The Center for Environment and Health Studies (CEHS).
General objective: To identify the magnitude of essential service disruption at health facilities serve as a basis for proposing interventions to mitigate the effect of the public health emergency events on the demand and delivery of essential health services.
Specific objectives:
  • To implement a repeated health facility-based survey in a representative sample, conducted quarterly between Q3/2022 and the Q2/2023.
  • To manage the health management information system (HMIS) data collection and collation from the country’s Ministry of Health on an ongoing basis, quarterly collation from Q1/2018 to the end of the Q1/2023.
Activities
D-1. Preparation
Activity 1.1. Detailed technical proposals including a roster of recruited personnel and experts with their corresponding qualifications; and the Gantt chart
Activity 1.2. Receiving and making adjustments as necessary to the questionnaires for rapid survey at health facilities
Activity 1.3. Developing guidelines for rapid survey at HFs and HMIS data collection
Activity 1.4. Meeting and finalizing the detailed technical proposal, HMIS data collection manuals, the questionnaires, guidelines for rapid facility survey and HMIS data collection.
Activity 1.5. Conducting a pilot of phone-base survey at HFs and training for surveyors
Activity 1.6: Identifying a network of focal points for rolling out HMIS data collection
D-2. HMIS data collection and phone-base survey at HFs round 1
Activity 2.1: Collect health statistics for the first round from 2018 to Q2/2022 from all sources
Activity 2.2: Coordinating with the experts from the DPF to monitor and urge local health settings to fully enter data into the electronic health statistics software
Activity 2.3: Preparation and planning for phone-based rapid survey
Activity 2.4: Designing data entry program by Kobo Toolbox
Activity 2.5: Conduct the phone-based rapid surveys at HFs
Activity 2.6: Data cleaning, standardizing the format of different HMIS datasets with named and labeled variables of HMIS indicator and rapid assessment database; and translating deliverables needed into the English version
D-3. HMIS data collection and phone-base survey at HFs round 2
The collection of health statistics and HFs rapid survey of the second round will be conducted from November 2022 to December 2022 with 6 activities similar to the first round.
D-4. HMIS data collection and phone-base survey at HFs round 3
Similarly, round 3 will be conducted from February 2023 to March 2023 with 6 activities as round 1 and round 2.
D-5. HMIS data collection and phone-base survey at HFs round 4
Similarly, round 4 will be conducted from April 2023 to June 2023 with 6 activities such as round 1, round 2 and round 3. Data from the health management information system of round 4 will be collected until the end of Q1/2023. We did not collect data for Q2/2023 because provinces only report data for Q2/2023 by July 2023.
